Romania’s government offers scholarships to citizens of non-EU countries for Bachelor’s, Master’s and doctoral study at Romanian public universities. Kenya is a non-EU country, so Kenyan citizens can apply. An earlier version of this guide named the wrong administering body; the programme is run by Romania’s Ministry of Foreign Affairs working with the Ministry of Education and Research. [2]

What it covers
Published descriptions of the call list registration and tuition fees, a monthly stipend and accommodation. Round-trip airfare is the applicant’s responsibility, so budget for the flight from Nairobi. Each year’s call sets the stipend and accommodation terms. Current amounts have not been confirmed for this guide; check the official notice before budgeting. [2]
The language requirement
For the 2026/27 call, the programmes were taught in Romanian, so successful applicants were required to complete a one-year Romanian language preparatory course first. PhD candidates could sometimes study in another language, depending on the doctoral school and a written agreement from a supervisor. If you cannot commit to studying in Romanian, this scholarship may not suit you. [2] [3]
Who could apply
The call was open to citizens of non-EU countries with a minimum average of 7 out of 10 in their last completed level of study. Diplomatic and consular staff of missions accredited to Romania, staff of international organizations based in Romania, and people already holding a Romanian state scholarship for the same study cycle were excluded. Documents and authentication from Kenya
The 2026/27 notice stated that application documents had to be apostilled at the applicant’s Ministry of Foreign Affairs before online submission. Kenya is not listed by several legalisation services as a party to the Hague Apostille Convention, so Kenyan applicants should ask the Romanian Embassy or the Kenyan Ministry of Foreign Affairs which authentication route applies. Check the Hague Conference status table for Kenya’s current position. Start this early, because authentication can take weeks. [2]
How to prepare now
- Create an account on the official portal when it reopens and read the full call before uploading anything.
- Gather certified copies of your KCSE certificate or degree, transcripts and passport.
- Confirm the authentication steps for each document with the embassy.
- Shortlist Romanian universities and programmes that are available in your field.
- Decide whether you are prepared to study in Romanian.
Scam warning: Applications are free and are submitted only through the official portal. Do not pay an agent for a guaranteed placement, and be wary of anyone who asks for your passport scans or money by email or WhatsApp.
